🟣 5.5 When Can Criminal Activity Happen

Article I - Criminal activity (besides gang wars) can only occur after 30 minutes of the city being up after a tsunami, and 30 minutes before the city goes down for a tsunami. This means drug sales/runs, gun sales/run, robberies of any kind, etc. You cannot evade police and do illegal activity because of the fact that it's a tsunami. This is to ensure people do not get interrupted and stopped in a scene because of a tsunami.
