🟣 8.10 Returning To Crime Scenes

Article I - Players cannot return to Crime Scenes, or stick around Crime Scenes.

Article II - Players who are criminals cannot return to scenes after they have been downed. Cops can return to a scene IF AND ONLY IF it is a scene that is still active, that calls are still coming in for!

Article III - Cops should only return to the scene if they went to Pillbox, have returned to a station, retrieved another vehicle, restocked and are ready for tour of duty again. Cops should not be combat rushing back to a scene they just went downed in.
